The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

Europe wide regulation of banks encroaches on national sovereignty less than European control over fiscal policy. And European control over banks is less amenable to political abuse than national control.

The UNEP regional offices promote intergovernmental policy dialogue and regional cooperation, increase national capacity for environmental management and response to emergencies, raise awareness and enhance information exchange, and translate global policies into regional action.

The next European regional meeting will be hosted by the Greek National Human Rights Commission in fall 2006.

Bosnia and Herzegovina has continued to pursue its policy of good neighbourly relations and active regional cooperation.

Specifically, economic policy should centre on regional cooperation, investment facilitation and job creation social policy should focus on citizens' needs and aspirations and sustainable development policy should seek ways to offset the cost of environmental degradation.

In that context, it is worth noting the European Union's support for the Sudan and the Democratic Republic of the Congo in the framework of the European Security and Defence Policy.

The last two years have seen an increasing momentum and commitment to the United Nations by the European Union, which has been reflected in various policy statements of the European Commission.

The European Commission, acting on a mandate from the European Council of Ministers, supported the inclusion of article 16 bis on regional economic integration organizations (REIOs) in the draft convention.
