25. Finally, the establishment of the Base and the fielding of the field assets control system field mission logistics system offer the United Nations further opportunities to maximize control over its assets.

Teams will be required to travel to each field mission in order to install the system and conduct training of personnel.

4. The field mission logistics system meets the need for full accountability from procurement to disposal, of all peacekeeping resources worldwide.

UNMEE also conducted induction as well as routine training for all new arrivals in the mission area, and distributed HIV AIDS awareness cards to personnel at the Mission Headquarters and in the field.

The review identified the following priorities for training of civilian staff in the field core training (common knowledge and skills required by all staff about to deploy to a field mission) mission specific induction training written and oral communications skills team building skills and, planning, management, leadership and supervisory skills.

In addition, the Section plans to complete the implementation of the field assets control system at all field missions and to proceed with the development of the field mission logistics system, which will extend the asset management capabilities provided by the field assets control system to all peacekeeping assets, including expendables.

While the Mission has decentralized to the field the initial processing of transactions related to personnel administration, finance and procurement, the review, consolidation and approval of data transmitted from multiple locations throughout the Mission area can only be performed at Mission headquarters in Kinshasa.

Preparation of mission personnel for deployment to the field should entail all staff members' being equipped to efficiently manage critical incident stress.

It would also ensure continuity of policy and planning when the standing police capacity deploys in the field for mission start up.

From 10 to 21 September, the Special Rapporteur conducted a comprehensive field mission, during which he travelled through Montenegro, Sandzak and Kosovo.

Such a new category of seconded civilian personnel could significantly increase the number of female mission members at the field level, where military observer teams very often constitute the only presence of a peace mission.
