And it is difficult to deny that the Fed should take a close interest in the funding strategies of foreign banks operating in the US. Another Fed governor, Jeremy Stein, has pointed out that foreign banks have dollar liabilities of roughly 8 trillion, much of it short term wholesale funding.

The UNITAR training programme has received funding from the Department of Foreign Affairs and International Trade of Canada, the Royal Ministry of Foreign Affairs of Denmark, the Ministry for Foreign Affairs of Finland, the Federal Foreign Office of Germany, the Royal Ministry of Foreign Affairs of Norway, the Ministry for Foreign Affairs of Sweden, the Agency for Development and Cooperation of Switzerland, and the Ford Foundation.

Demand led funding' provided via parents will replace supply led funding' by the municipal authorities.

It would increase confidence in Ireland and allow us to increase the existing flow of inward foreign direct investment. Ratification would also give us guaranteed access to funding from the European Stability Mechanism (ESM), should we ever need it.

There are also government support measures for SMEs through guaranteed funding for locals, micro franchising, modernization of facilities and government efforts to ensure access to foreign markets through initiatives such as the free trade agreement with the United States.

There were 24 cases of pooled funding reported, 12 cases of pass through funding and 106 of parallel funding (in some cases, more than one modality was used).

The higher interest rates rise to stabilize emerging markets currencies, the more severe their crises will be. Ultimately, even if emerging economies manage to diversify their funding away from foreign currencies, they will remain hostages to US monetary policy cycles.
