Market access and both public and private external funding are also needed to complement efforts at the domestic level.

There were similar fears recently when it became known that US based money market funds had lent heavily to European banks. And some leading US banks also rely on money market funding here, too, the shadows and the banks have aligned interests.

The system broke down when European countries, particularly France, decided to stop funding those deficits. But the economic model persisted, with Asian economies stepping in to finance the US deficits, while using the US market to grow rapidly.

Demand led funding' provided via parents will replace supply led funding' by the municipal authorities.

In an ideal world, distressed countries would default as soon as private markets stopped funding them, and they would impose the losses on private bondholders. In the real world, however, if Italy and Spain are viewed as being solvent, or too big to fail, official funding should be structured so that it gives these countries their best chance to regain market confidence.

There were 24 cases of pooled funding reported, 12 cases of pass through funding and 106 of parallel funding (in some cases, more than one modality was used).

Indeed, the market signal is clear At present, there is no shortage of funding available in most of the EU. The countries on the eurozone periphery, where credit might still be scarce, account for less than one quarter of Europe s economy.

At the same time, governments will have to implement policies aimed at guiding investment toward specific diseases. For example, increased NIH funding, extended market exclusivity, and relaxed regulatory hurdles in the US resulted in a renaissance in antibiotic drug development.

It has been playing out more recently in China, following an initiative to broaden stock market participation. And it could happen again in the US, this time as the result of an attempt to improve access to funding for higher education.

Item 4 Market access, market entry and competitiveness

The simplest solution is to treat official funding no differently from private debt best achieved if official lenders buy sovereign bonds as they are issued (possibly at a predetermined yield) and agree to be treated on par with private creditors in a restructuring. As the country regains market confidence, the official funding can be reduced, and eventually the bonds can be sold back to the markets.

The Board will also be provided with a background paper on possible funding priorities and with possible proposals for multi year funding when the change in the funding cycle is implemented.
