12. The tracing and seizing of illicit proceeds is today widely recognized as being an effective weapon in the fight against drug trafficking and other organized criminal activity.

The 1988 Convention provides the foundation for international cooperation to prevent the laundering of the proceeds of illicit drug trafficking by requiring parties to establish as offences in their domestic law the laundering of such proceeds and to cooperate in the investigation and prosecution of such offences.

(b) Any attempt to launder illicit funds, as well as complicity, intermediation or incitement with regard to such funds, or receipt of the proceeds thereof, is subject to the same penalties as the actual crime.

In some countries, the onus of proof regarding the lawful origin of proceeds liable to forfeiture has also been reversed and the presumption of innocence in respect of possession of illicit articles has been removed.
