Universities and the academic community should support indigenous research and the promotion of indigenous traditional knowledge.

Regarding indigenous peoples, community empowerment and the strengthening of their community organizations and leaders was also important.

Indigenous women have access to both indigenous specific and mainstream programmes and services, such as Job Network, the Indigenous Employment Policy and the Community Development Employment Project.

The Forum should appeal for increased resources to enhance the activities and programmes of relevant international agencies related to indigenous traditional knowledge and for inter agency cooperation on indigenous traditional knowledge, including the development of joint indigenous traditional knowledge projects, especially local or community projects.

As part of Partnerships Against Domestic Violence, AUS 6 million was allocated for the National Indigenous Family Violence Programme to support practical, grass roots projects to strengthen indigenous community efforts to address family violence.

True development consists of the creation of indigenous capacity to participate in the generation of technologies for the benefit of the broader community.

Many community organizations are funded to provide services under this programme and many services provide crisis housing to ex prisoners, including indigenous women.

Among the learning outcomes of this project was a strong indication that among indigenous peoples, the solution to community development problems can only be sustainable if it is somehow identified and pursued within the framework of the indigenous culture.

Government per capita expenditures were much higher for indigenous than non indigenous peoples (AUS 3,614 per indigenous person, compared with AUS 2,225, or 62.4 per cent more), the reason being that Aboriginal and Torres Strait Islander peoples rely heavily on publicly funded health care providers, particularly public hospitals and community health centres.

Efforts to reduce maternal mortality and morbidity among indigenous women have included the establishment of culturally appropriate birthing centres (which also provide prenatal care), antenatal care programmes, the training of indigenous health workers and a network of community controlled primary health care services at the local level.

Most recently there has been a demand from indigenous peoples for the establishment of indigenous universities in indigenous areas, with programmes designed specifically for indigenous peoples.

Other examples of joint initiatives are the Australian Health Care Agreements, Public Health Outcome Funding Agreements, Australian Immunisation Agreements, Home and Community Care Programme, Multipurpose Services and Indigenous Programmes.

Protection for indigenous peoples' cultural heritage shall recognize the intrinsic link between indigenous cultural heritage and indigenous languages.

The campaign's indigenous component consists of targeted advertising in indigenous press, with the use of indigenous ambassadors , including well known indigenous personalities (writers, actors, sports figures) who appear under the defined slogan Violence against Indigenous Women.

With the support of the National Commission for the Development of Indigenous Peoples, legislation in Mexico has been amended to increase opportunities for action by an extensive network of community radio stations operating in indigenous areas, but these stations run up against the commercial interests of private broadcasters.
