The report highlighted several key issues, including benchmarks for measuring progress towards mutually agreed commitments the challenges of improving aid effectiveness and promoting policy coherence.

At the meeting, participants agreed on terms of reference for the Committee formulated its long term objectives developed its programme of work and agreed on its governance.

Programme funding recipients are required to detail and then report on the effectiveness of the projects funded, in terms of agreed milestones or agreed targets and indicators.

The members of the Council have agreed on the terms of reference of his mission (see annex).

Encourages the international community to continue to facilitate, in view of the difference in level of development between countries, an adequate diffusion of scientific and technical knowledge and transfer of, access to, and acquisition of technology for developing countries, under fair, transparent and mutually agreed terms, in a manner conducive to social and economic welfare for the benefit of society
