Near the summit, temperatures can be 40 degrees below zero.

Will near zero interest rates, financial sector bailouts, and fiscal stimulus work? What else could be done?

Electric cars also fail to live up to their environmental billing. They are often sold as zero emissions vehicles, but that is true only when they are moving.

In Germany, for example, interest rates on public debt up to five years will be negative, and only slightly positive beyond that, producing a weighted average of zero. Clearly, Japan s near zero interest rate environment is no longer unique.

In any case, the eurozone seems stuck with near zero rates at increasingly long maturities. What does this actually mean for its investors and debtors?

(1) Fome Zero (Zero Hunger Program)

Equally deleterious to economic health is the recent vogue of cutting interest rates to near zero and holding them there for a sustained period. It is far from clear that near zero short term interest rates (as compared to just low interest rates) have much additional effect in encouraging firms to create jobs when powerful economic forces make them reluctant to hire.

Achieving more aggressive environmental goals, particularly limiting warming to 1.5ºC, or zero greenhouse gas emissions in the second half of the century, would of course be desirable in terms of minimizing the risk of disaster scenarios. In fact, the first INDCs, by themselves, are nowhere near enough even to limit warming to 2ºC (the global goal that was agreed in Cancún in 2010).

These other emissions are estimated based on the estimated percentage of these emissions relative to total emissions at previous meetings.

Because, if you can envision, as I do, a future of zero emissions and freedom to move around the country and around the world like we take for granted today, that's worth the hard work today to preserve that for tomorrow.

But, provided that the returns are positive, such investments are still worth making. Given near zero interest rates and idle workers, it is time for the state to undertake the rebuilding of infrastructure.

Decarbonizing the world s energy system requires preventing our production of vast and growing amounts of electricity from boosting atmospheric CO2 emissions. It also presupposes a switchover to a zero carbon transport fleet and a lot more production per kilowatt hour of energy.

Zero comes before one.

Despite their great promise, however, superconductors have limits, the primary one being that most superconduct at very low temperatures indeed, near absolute zero ( 273 ºC). Such temperatures can be achieved only through liquid helium cooling.

Policymakers should focus on boosting productivity, not competitiveness, with workers being paid their due. The government should take advantage of near zero interest rates to invest, and encourage businesses especially start ups to do likewise.

Japan faces a different conundrum. Haruhiko Kuroda, the Bank of Japan s new governor, has sent a clear signal to markets that the BOJ is targeting 2 annual inflation, after years of near zero price growth.

These countries, too, are facing a recession, and, while the interest rate has not yet reached its zero bound everywhere, incentives to depreciate might grow in the near future. In fact, the incentives are already there.
