The new permanent and non permanent members joining the Council as part of this expansion should receive the same prerogatives as current permanent members.

The Ministry of Lands, Mines and Energy clearly lacks the capacity to address illegal mining in such inaccessible locations and there is still no permanent UNMIL deployment north of the Bomi Hills between the Lofa and Moro Rivers.

According to those critics, permanent members with the veto, permanent members without the veto and non permanent members would constitute three unmanageable and in fact unequal tiers, but the continued dominance of the permanent five and the proposed 20 non permanent members would form one happy, equal family.

The Assembly will now hear an address by His Excellency Mr. Amre Moussa, Secretary General of the League of Arab States, delivered on his behalf by His Excellency Mr. Yahya Mahmassani, Permanent Observer of the League of Arab States.
