The Group notes that the primary basis of the process is Security Council resolution 1633 (2005), which is binding on all the Ivorian parties.

One delegation suggested convening meetings of the Consultative Process later in the year, shortly before the consideration by the General Assembly of the agenda item Oceans and the law of the sea , so that the Consultative Process could facilitate the preparation of the draft resolution.

That resolution calls upon the parties to refrain from introducing unilateral modifications in the situation while the islands are going through the process of decolonization.

Such a process must include measures for capacity and institutional strengthening at all levels, local empowerment and mechanisms for conflict resolution.

That transformation adhered to the political process mandated in Iraq's transitional administrative law and endorsed by Security Council resolution 1546 (2004).

However, in the absence of a functioning internal political process, external mediation and pressure must help move the country forward towards a peaceful resolution of the crisis.
