Scope of the review of procurement management

The Procurement and Contracts Unit has consolidated the submitted procurement plans and conducts periodic review meetings with the major clients.

It was not clear at the time of the review whether the procurement plan was used in the management, control and review of the procurement of goods and services, as intended.

Procurement legislation in some jurisdictions explicitly requires the publication of final rulings of such bodies taken in the course of procurement review proceedings.

I performed a limited review of procurement, which indicated that there is generally a satisfactory level of compliance with the procurement rules, procedures and administrative instructions.

The June 2005 review evaluated positively the transparency achieved by the United Nations Procurement Service website.

Until June 2003 when the High Level committee on Management (HLCM), CEB body, decided to take a more formal interest in procurement matters, procurement had remained on the margin of CEB's coordination mandate.

The Division formally meets with the Procurement Service each month and with other procurement clients every second month, both for this purpose and to review the status of current matters.

These included the food safety agency, the public procurement agency, the procurement review board, the market surveillance agency, the information society agency and the institutes for standardization, metrology and intellectual property.

With regard to the establishment of a supplier review committee, it is the position of the Administration that, given the volume of procurement activities at ESCWA and the fact that the procurement team consists of only four staff members, section 5.03 of the Procurement Manual, which applies to offices at which procurement activities are carried out by several procurement sections, cannot be implemented.

In paragraph 362 of the report, UNDP agreed with the Board's recommendation that it implement procedures to review environmental concerns during the procurement process, using the guidance provided in the UNDP Procurement Manual.

The JIU report recommends a detailed review of the feasibility and efficiency benefits of such measures as the further strengthening of procurement reform at headquarters by establishing a central procurement facility at headquarters.

A review of individual procurement plans indicated that while some were completed to a large degree, others provided insufficient information.

The Working Group requested the Secretariat to review the relevant practices under domestic procurement regimes and present the results of such a review for its consideration at a future session.

Here, the judicial body will have to conduct a review during the investigative phase of trials.

A successor body, the Public Procurement and Concessions Commission, has already been identified to replace the Contracts and Monopolies Commission as from 1 January 2006.

In some jurisdictions reviewed, provisions are found on the publication of decisions or conclusions made by an administrative body with supervisory functions over public procurement proceedings.

Since the guidelines were apparently intended for suppliers rather than for procurement staff, they do not stipulate the ideal or generic qualifications required of procurement officials, desirable quality standards of the procurement process, or the responsibilities and modus operandi of contract review bodies, both at Headquarters and field duty stations.

In addition, the Board of Auditors and the Office of Internal Oversight Services (OIOS), which identified the procurement function as a high risk area, periodically review the reform process and audit procurement practices of the funds and programmes.

In addition, in August 2005, the Secretary General commissioned a full financial and internal control review of the United Nations current procurement system.

UNICEF agrees to review the sustainability of the increase in procurement activity of the China country office on behalf of other country offices.

In paragraph 238 of the Board's report, the Economic and Social Commission for Western Asia (ESCWA) agreed with the Board's recommendation that it (a) establish a supplier review committee as required by section 5.03 of the Procurement Manual, and (b) review supplier performance prior to the awarding of contracts to vendors, pursuant to section 5.14 of the Procurement Manual.

If a judicial review is accepted, the Federal Court sends the file back to the body which took the original decision or to another body for reconsideration with a view to reaching a fresh decision.

It could not be established at the time of the review whether UNIDO actively monitored and reported on the length of time to complete a procurement cycle.

Some organizations felt that IAPWG should continue to meet annually as an informal body reserved only for procurement professionals, other organizations suggested enhancing its role and convening its meetings twice a year.

The Procurement Service agrees with this recommendation and will review the current practice and adopt a procedure that will capture case assignment at the time of staff movements.

In paragraph 149, the Board recommended that UNICEF review the sustainability of the increase in procurement activity of the China country office on behalf of other country offices.

Terms of reference were compiled during December 2004 for the in house development of a computerised procurement system, which were under review by the Information and Communication Management Service.

The Committee recommended at the time that a management review be conducted of the staffing and organizational structure of the Procurement Division in relation to all sources of financing.

The Procurement Service engaged in a management review of vendor registration in 2004 in cooperation with the United Nations Office for Project Services (UNOPS) and the Inter Agency Procurement Services Office of UNDP, and has joined the United Nations Global Marketplace, the Internet based single gateway for vendor registration.

Following upon the recommendations of a 1994 report by the High Level Group of Experts on Procurement, which conducted an in depth review of procurement practices of the United Nations, the Organization has pursued intensive procurement reform almost on a continuous basis over the past ten years, under the close guidance of the General Assembly and the Advisory Committee on Administrative and Budgetary Questions (ACABQ).

The Procurement Service is currently reviewing job functions of all staff members and, based on this review, will develop career path programmes and the guidelines for a job rotation system.
