But it is impeded by slow growth and, thanks to high unemployment and weak global demand, persistently low inflation. Worse, over the longer term, low investment undermines productivity, while protracted unemployment destroys skills.

First, they were trapped in a vicious circle of low income, low savings and low investment, leading to low productivity and low growth.

But the combination of full employment and low growth rates actually points to an underlying problem very slow productivity growth. Add to that a shrinking pool of workers capable of meeting the needs of Germany s labor market the country s population is aging, and the arriving refugees lack the needed skills and the German economy seems set for a protracted period of sluggish performance.

Protracted situations

Of the eurozone s 18 members, ten are no longer considered to be running an excessive deficit. Even for those under enhanced scrutiny, such as France and Spain, escape clauses exist in case of a protracted period of very low annual GDP growth, the EU can grant an exemption from the required annual adjustment.

First and foremost, we need policies in low income countries that promote economic growth.

They are wrong, however, about Europe s prospects for achieving its restricted growth potential. Europe s actual economic growth has been quite good and thanks to low gas prices, low real interest rates, solid profits, and strong growth momentum promises to get better before the ceiling is hit and inflationary pressures set in.

In general, growth was broadly based, supported by robust export growth and higher commodity prices as well as strong domestic demand driven by low interest rates.

In Brazil, low savings and various institutional impediments keep interest rates high and investment low, while the educational system does not serve significant parts of the population well. And Russia, despite a very well educated population, continues to be reliant on commodity industries for economic growth.

Protracted civil conflicts have provoked some of the largest occurrences of forced displacement in recent times.

In 2004, some two thirds of the global refugee population remained in limbo in protracted situations.

Germany, for example, is planning the world s most ambitious low carbon energy transition, based on energy conservation and renewables. South Korea has made green growth a central economic goal.
