19. As reported in the ninth progress report, the rescheduling of Release 3 and the additional work required for the refinement of Release 2 affected the implementation for Release 4 at Headquarters and for Releases 3 and 4 at offices away from Headquarters.

This was believed to be necessary because of the lack of preparedness of the United Nations to implement Release 1 by itself.

57. For the next two years, training activities will concentrate on training for the implementation of Release 3 at offices away from Headquarters and for the implementation of Releases 4 and 5 at all duty stations.
