The Framework calls for targeted increases in official development assistance and national budgets towards reducing underlying risk factors.

The Hyogo Framework provides a clear and authoritative framework for pursuing disaster risk reduction and builds on other relevant multilateral frameworks and declarations (see A CONF.206 6, chap. I, resolution 2).

Critics might cite the moral hazard risk generated by liquidity support. But a well designed framework that offers swap lines only to well qualified emerging economies and only temporarily would diminish this risk substantially.

Its next annual conference, to be held in Seoul in March 2006, will address issues related to the institutional basis for disaster risk reduction, recovery and risk communication, in response to the Hyogo Framework.

In paragraph 294, the Board recommended that UNICEF implement a comprehensive risk management framework to enhance its governance and management control processes.

In that context, the Hyogo Framework specifically notes the need for developing regional initiatives and the risk reduction capacities of regional mechanisms.

The Hyogo Framework sets out specific priorities for action on early warning for all hazards and on associated risk assessment and preparedness.

The Hyogo Declaration and the Hyogo Framework for Action, adopted in January of this year, urge us to integrate risk reduction into post disaster recovery and development strategies.

Recognizing further that certain measures for disaster risk reduction in the context of the Hyogo Framework for Action can also support adaptation to climate change, and emphasizing the importance of strengthening the resilience of nations and communities to natural disasters through disaster risk reduction programmes,

Within the framework of the threat and risk assessment process, Headquarters was responsible for maintaining quality in consultation with regional desks and other Secretariat departments, ensuring that threat and risk assessments and security phases were reviewed and updated and addressing any thematic assessment needs.

The Hyogo Framework specifically calls for the establishment or strengthening of national platforms for disaster risk reduction, anchored to existing national systems, to review, coordinate, guide and support the national commitments.

The resultingamp Hyogo Framework for Action 2005 2015amp was a watershed moment in establishing disaster risk reduction and climate change adaptation as hallmarks of good governance. Most of the countries that stand to benefit from the Hyogo Framework do not have Japan s long historical experience of battling natural hazards.

Stressing the need to incorporate risk reduction approaches into development policies and recovery programmes, as set out in the Hyogo Framework for Action 2005 2015,Hyogo Framework for Action 2005 2015 Building the Resilience of Nations and Communities to Disasters (A CONF.206 6 and Corr.1, chap. And the framework is a memory framework, not a computation or behavior framework. It's a memory framework.

In the early 1990 s, policymakers, market participants, and economists alike simply assumed that the European Community s 1992 program the legislative framework for the single market, and thus for a single capital market would create a new reality, within which the single currency would work its magic. From this followed an official obligation to treat all types of risk in the monetary union bank risk or government risk as identical.

The World Conference on Disaster Reduction, held in early 2005, adopted the Hyogo Framework for Action 2005 2015, which identifies strategic objectives and priority areas to reduce disaster risk in the next 10 years.

The chief will be responsible for risk control of the Fund's investments as a whole in terms of portfolio risk, operational risk and compliance risk, and will plan and perform the oversight of performance measurement, investment risk analysis and operational risk analysis, including risk arising from sub adviser and service provider relationships.

The project provides an integrated framework for strengthening early warning systems in the region, recognizing the need to develop the tsunami early warning system within the context of multiple hazards, disaster management capacities and risk reduction.

The Hyogo Framework for Action 2005 2015, adopted by the World Conference on Disaster Reduction held in Kobe, Hyogo, Japan, from 18 to 22 January 2005, reaffirmed that a gender perspective should be integrated into all disaster risk management policies, plans and decision making processes, including those related to risk assessment, early warning, information management and education and training.

Relevant United Nations organizations and donor Governments should strengthen the capacity of disaster prone countries in disaster mitigation, preparedness, response and post disaster recovery within a disaster risk reduction framework, by supporting relevant initiatives in this field.

Similarly, the follow up to the International Meeting to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States includes the issues of disaster risk reduction and the Hyogo Framework.

There's another risk, and they respond less to this existing risk.

A working group on a crisis prevention strategy was established by the Administration in January 2004 to strengthen the framework of internal management practices and control in three significant areas of risk (human resources, finance and asset management).

They have an increased risk of infection, an increased risk of malignancy.

Encourages the Inter Agency Task Force for Disaster Reduction to continue, within its mandate, particularly the Hyogo Framework for Action, to enhance the coordination of activities to promote disaster risk reduction and to make available to the relevant United Nations entities information on options for natural disaster risk reduction, including severe natural hazards and extreme weather related disasters and vulnerabilities

Recalling also the Hyogo Framework for Action 2005 2015, adopted by the World Conference on Disaster Reduction held in Kobe, Japan, from 18 to 22 January 2005, which recognized that a gender perspective should be integrated into all disaster risk management policies, plans and decision making processes, including those related to risk assessment, early warning, information management and education and training,

National workshops for disaster risk reduction in countries including China, Costa Rica, Kyrgyzstan, Mongolia, Peru, Timor Leste, Viet Nam and Yemen have been held or are being planned with a multisectoral approach to determine national priorities in implementing the Hyogo Framework.

(b) An expanded and reformed Inter Agency Task Force on Disaster Reduction (for current membership, see www.unisdr.org) that would serve as a global forum on disaster risk reduction and advise on and commit to supporting the implementation of the Hyogo Framework.

Some of the key issues included the assessment and monitoring of cumulative impacts the establishment of a database the development of a regulatory framework, including accreditation and site specific guidelines and safety and self sufficiency for high risk (adventure) tourism.

This volume of assets allows the Fund to expand its investment frontier and requires it to build up a risk control mechanism, to control comprehensively not only investment risk but also operational risk and technology risk.
