In paragraph 294, the Board recommended that UNICEF implement a comprehensive risk management framework to enhance its governance and management control processes.

Stronger regional governance structures may be the only effective means of reducing exogenous geopolitical risk.

The various themes of the framework included trade policy, competition policy, investment policy, tax policy, corporate governance, public governance, infrastructure development and human resources development.

Twenty five countries have signed on to the Principles since 2008. But, while they are an important first step toward managing SWFs legal framework, institutional and governance structure, and investment and risk management policies, they are unevenly applied, and are widely considered inadequate.

For example, the urban governance norms provide the framework for designing operational activities and the regional offices provide input to the Urban Governance Section regarding the planning of the campaigns.

In order to ensure international coordination, coherence and monitoring of progress in implementing disaster risk reduction at all levels, the Secretary General recommends that the Assembly endorse the proposed strengthening of the Strategy system, its governance, secretariat and the distribution of roles and responsibilities among agencies in support of the implementation of the Hyogo Framework.

In that context, the Hyogo Framework specifically notes the need for developing regional initiatives and the risk reduction capacities of regional mechanisms.

This Programme covers the activities of Service Module 1 Industrial Governance and Statistics, and of the research programme for the medium term programme framework, 2004 2007 (MTPF).

Referring to UN reform, the speaker said that a strengthened UN should provide a unifying framework for global governance in both the political and the economic spheres.

The partnerships requested by the Rome Declaration and the Millennium Development Goals need not dilute national sovereignty or any particular focus within the framework of good governance.

Investors willingness to make capital available over the longer term for infrastructure development, job creation, and economic growth depends on their perceptions of various kinds of risk. Policymakers can manage these perceptions by improving public sector governance, ensuring sound macroeconomic management, promoting a transparent and supportive legal framework for private sector activity, building debt management capacity, and protecting investors from expropriation.

Industries and activities such as fisheries, shipping, and seabed mining are all regulated separately. No governance framework is in place for emerging high seas industries such as energy production.

Embedding disaster preparedness, response and risk management mechanisms into national governance structures is a process that requires years of sustained support and commitment from the international community and national Governments.

Given the centrality of the Convention as the global legal framework for the governance of the oceans and seas, it is important that all activities in the oceans and seas be carried out within that framework and that the integrity of the Convention be maintained.

After all, its dysfunction not only cheapens political discourse it also delays essential legislative business. Bills languish, policies fail to acquire the legal framework needed for implementation, and governance slows.

Already in 2002, the World Summit on Sustainable Development, held in Johannesburg, emphasized the need for a more coherent institutional framework of international environmental governance, with better coordination and monitoring.
