One of the key accomplishments of the Protocol is thus the elimination of the exceptional risk trigger contained in the 1994 Convention by extending the scope of the application of the Convention to all peacebuilding operations and operations for the delivery of emergency humanitarian assistance.

By making the applicability of the draft protocol voluntary to such operations in natural disasters, the element of risk was maintained in determining the scope of the 1994 Convention.

Specifically, the Director is responsible for all staff of the Service, including those in its front office, and in its investment, information technology, operations and risk and compliance areas.

As the Secretary General indicated in document A 59 226, no declaration of risk had so far been made, even though certain United Nations operations were indeed very risky.

As a result of its cooperation with the Department of Peacekeeping Operations and offices away from Headquarters, the Department of Safety and Security had been able to use security resources systematically in response to the stream of humanitarian crises and higher risk operations that had characterized 2005.

A number of delegations also supported the speedy conclusion of an additional protocol to the Convention to expand the scope of the Convention to cover United Nations operations other than peacekeeping operations and to dispense with the requirement of the declaration of risk under the Convention.

It was noted that the term peacebuilding had been introduced in the proposal because of its flexibility and because such operations, by their very nature, contained an element of risk.

Admittedly, however, a protocol would need to be developed to broaden its scope of application to all United Nations operations and eliminate the requirement of the declaration of exceptional risk.

(h) Security management. Participants should adopt a comprehensive approach to security management based on risk assessment that is dynamic, encompassing all levels of participants' activities and all aspects of their operations

Mr. Jayasinghe (Sri Lanka) shared the conviction of the Under Secretary General for Peacekeeping Operations that the mere existence of strategic reserve units could deter spoilers and make risk management easier.

First, article I of the Protocol is applicable only to operations that entail particular risk for United Nations and associated personnel, as stipulated in the third preambular paragraph of the Protocol.

His Government attached great importance to ensuring the safety of United Nations and associated personnel under the Convention and, accordingly, expanding the scope of legal protection by means of a legal instrument to cover certain United Nations operations other than peacekeeping operations without requiring a declaration of exceptional risk.
