However, family income in the estate sector was considerably higher than in the rural sector.

In the urban areas, this sector employs more people than the modern sector and provides higher income than the rural sector (ILO, 1991).

A higher proportion of children in the estate sector are affected, whilst children in the rural sector are relatively less affected.

In addition of the above mentioned funds, there are other sources of rural development funding, namely projects, Non Governmental Organizations (NGO's) and the informal sector characterized by interpersonal interactions at the rural level which allow and give incentives to credit initiatives.

In its Sector Plan, the Ministry of the Environment, privileges the involvement of rural communities, particularly women, in the management of the environment and natural resources.

Meanwhile, the agro industry sector is being improved in order to strengthen urban rural linkages, which are critical for job creation, poverty reduction and combating hunger.

The general features of the rural context are poverty, the technological backwardness of most of the small producers, and the economic decline of the farming sector.

With regard to the priority area of enhancing rural community livelihood through efficient agro supply chains, a project has been formulated for Ghana to enhance the capacities of rural banks and business support institutions to stimulate business creation by creating linkages between the informal agricultural sector, which is mostly driven by women, and formal sector companies catering to local and export markets.

This survey was carried out by selecting a representative sample of public sector actors (technicians, decision makers at every level), international organizations and funding agencies, private sector representatives and NGOs directly involved with rural development and agriculture (unions, professional associations etc.).

However all recent policy documents of the Government such as the Education Sector Reforms Programme, the National Health Policy etc. place special emphasis on the rural areas.

Several non governmental organizations are active in the housing sector and are taking the initiative to apply the enabling strategies to improve housing in the rural areas.

The strategies proposed by the programme highlighted economic growth as a priority for the development of the rural sector and gave pride of place to agricultural activities.

1. From 1989 to 1994 the Women in Solidarity Programme promoted the carrying out of 3,580 activities with women in the rural sector, directly benefiting 158,514 women.

In the area of employment, sector objectives are centered in the promotion of self employment through infrastructure rehabilitation, special in rural areas, and professional training and social security.

Rural tourism, handicraft and service sector, crayfish and fish growing, and food processing in small enterprises have been supported (these fields of business often largely employ women workers).
