Of these claims, the Panel recommends awards of compensation for two claims, while no awards are recommended for the remaining 16 claims.

There are 2,74 claims for C4 CPHO losses and 65 claims for C4 MV losses in the fourth instalment.

These are Security Council resolution 687 (1991) and other relevant Security Council resolutions, the criteria established by the Governing Council for particular categories of claims, and any pertinent decisions of the Governing Council .

These issues are the final settlement of reciprocal property claims, security issues and the delineation of borders.

However, the Panel recognizes that governments may not be entitled to bring claims for compensation for injury or damage where the applicable decisions of the Security Council or the Governing Council restrict the right to bring such claims to certain categories of persons or entities.

Claims for loss of business income are claims for income that would have been earned over a period of time.

According to Iraq, claims for interim loss of non commercial resources have no basis in Security Council resolution 687 (1991) or Governing Council decision 7.

The total number of claims recommended for payment in the special instalment includes 602 claims originally filed as part of the 605 deceased detainee claims plus two claims for personal injuries resulting from landmine explosions filed pursuant to decision 12.

The individual category C and D claims in the thirtieth instalment are claims filed through a late claims programme established by the Governing Council for Palestinians who can demonstrate that they did not have a full and effective opportunity to file claims with the Commission during its filing period for individual claims from 1 January 1992 to 1 January 1996 (the regular filing period for individual claims ).
