Romania believes that the United Nations and its Security Council, which has primary responsibility under the United Nations Charter for maintaining international security, and organizations such as the OSCE can and should do more to advance the settlement of such situations.

In a post conflict settlement in which the party defeated could not be considered to be an imminent threat to peace and security, the Security Council has, following resolution 687 (1991), imposed de facto treaty obligations on States without their consent.

Recognizing the complex nature of threats to international peace and security, the Security Council underlined the need for a broad strategy for conflict prevention and pacific settlement of disputes in line with Chapter VI of the Charter of the United Nations.

That is the only way to ensure security for all peoples, and to accord due priority to bringing about the comprehensive and just settlement of the Arab Israeli conflict.
