With public sectors offering an increased number of services, the focus is shifting from what kinds of services are provided to how they are provided.

B. Reimbursement for services provided to specialized agencies and others

It should be noted that in the post natal period, the percentage of services provided by physicians increases, as does that for services provided by mid level medical personnel.

Encourages all States to promote actions to ensure that children affected by natural disasters are provided with access to basic social services

The first women's shelter was opened in Tartu in November 2002. Women who have become victims are provided with temporary shelter, counselling, medical assistance and information about services provided by various agencies.

Potential discrimination in access to quality services for young children is a particular concern, especially where health, education, welfare and other services are not universally available and are provided through a combination of State, private and charitable organizations.
