3. The report gave very encouraging figures for the manufacturing value added of developing countries and their share of world manufacturing exports.

There are a number of reasons preventing developing countries from establishing value added industries and increasing their share of processed agricultural exports.

The value of world exports of iron and steel (Standard International Trade Classification (SITC) position 67) doubled in the period 1985 2002 from US 70.3 billion to US 143.2 billion, while their share in world total merchandise exports fell from 3.64 per cent to 2.27 per cent and their share in world commodities exports rose by 0.5 per cent (from 10.2 per cent in 1985 to 10.7 per cent in 2002).

In 1996, the combined share of total exports of the export trade to the outside world from Kyrgyzstan, Tajikistan and Uzbekistan was about 60 per cent.

In value terms, the share of developing countries in world iron and steel exports (SITC position 67 Iron and steel) increased from 14 per cent in 1985 to 25 per cent in 2002, reflecting an average annual increase in developing country steel exports of 7.9 per cent.

Decoupling did not occur in 2008, when exports accounted for about 45 of pan Asian GDP (excluding Japan) and every emerging country in the region experienced a sharp contraction in growth as world trade plummeted. Nor is decoupling likely today, because exports still account for about the same share of the region s GDP, and about 50 of these exports are still headed to developed countries.

Just as the dollar is often the unit of account in debt contracts, even when neither the borrower nor the lender is a US entity, the dollar s share in invoicing for international trade is around 4.5 times America s share of world imports, and three times its share of world exports. The prices of some 93 of US imports are set in dollars.
