Moreover, in economies with declining shares of investment and manufacturing value added, a stagnant or falling share of manufactures in total exports was often the norm, even as the overall composition of developing country exports was shifting rapidly towards manufactures, including more skill and technology intensive goods.

Between 1985 and 1996, the basket of goods exported increased markedly, and there was a clear switch in exports from commodity based products to products with high added value.

In 1963, the country exported goods worth less than 600 million at today s prices, mostly primary products such as seafood and silk. Fifty years later, it exports goods worth almost 600 billion, mostly electronics, machinery, transportation equipment, and chemical products.

In other words, Germany s role in the world economy is shifting from that of a producer to that of a merchant. As a result, its exports contain an ever increasing share of imported goods and services and the share of domestic value added in its exports per unit of output is rapidly declining.

To date, the European Union has adopted Council Regulation No. 131 of 28 January 2004, and Council Regulation No. 1353 of 27 July 2004, imposing restrictions on exports of military goods and or technologies.
