Strengthen verification of the Treaty on the Non Proliferation of Nuclear Weapons by accepting the Model Additional Protocol, the standard for compliance, and to conclude such protocol without delay

The Netherlands is of the opinion that the Comprehensive Safeguards together with an Additional Protocol constitutes the verification standard.

The Conference believes that implementation of the Additional Protocol is a key standard by which to measure a party's commitment to its nonproliferation obligations under the NPT, and that the Protocol should become an essential new standard in the field of nuclear supply by the end of 2005.

The IAEA safeguards system should be strengthened and the additional protocol should be adopted as the new non proliferation standard.
