In paragraph 43, the Board indicated that UNODC agreed with the Board's recommendation to define a write off policy of its long outstanding receivables and clear its old outstanding accounts receivable.

33. Cash and receivables amounting to 183,992 were written off during the year. The write off included an amount of 65,042 looted in May 1996 from the UNHCR office in Kabul and 101,469 looted from its office in Goma, Democratic Republic of the Congo.

It's not enough to simply write people off.

In accordance with financial rule 110.14, and after a full investigation, the write off of three uncollectable receivables amounting to 86,134 was approved by the Deputy Executive Director, under the authority of the Executive Director during the 1996 1997 biennium.

39. During the biennium 1996 1997, UNDP wrote off non expendable property totalling 4,062,784, valued at purchase price. Items written off included vehicles, computer equipment and furniture and fittings. The amounts written off included 2,595,197 relating to the Reserve for Field Accommodation. The Board was also provided with details of write offs of cash and receivables amounting to 53,510.

There was no write off authority in respect of 360 of the vehicles.

ONUB appears to employ a vigorous policy to write off assets.

This does not include the write off relating to peacekeeping operations.

Assignment of receivables

31. The Administration informed the Board that during the biennium 1996 1997, write offs totalled 21.1 million, comprising cash, receivables, obsolete property and losses.

UNHCR wrote off 1.3 million in cash, receivables and property in accordance with UNHCR financial rules 10.6 and 10.7.

A provision for a possible write off of this receivable is included in accounts payable.
