The General Assembly may wish to take note of this report, including of the fact that new elements are being added to the accountability framework that will strengthen accountability in the Secretariat.

This report describes the measures taken by the Secretary General to strengthen the system of accountability at the United Nations.

The present report contains amendments to the Staff Regulations that are needed to enhance the accountability of United Nations staff with respect to both financial accountability of staff involved in the management of the Organization's resources and disciplinary accountability of United Nations staff members who commit sexual exploitation and sexual abuse.

The report is very comprehensive and written with a view to strengthening commitment and accountability at the highest levels and to allowing for improved accountability, monitoring and reporting on progress of implementation of the United Nations system.

In our view, the two central messages of the report are a reflection of the mutual responsibility and accountability underpinning NEPAD.

Since the submission to the General Assembly of the last report of the Secretary General entitled Accountability and responsibility (A 55 270 of 3 August 2000), there have been continuing efforts to strengthen accountability at the United Nations.

In his report on measures to strengthen accountability at the United Nations, the Secretary General describes a number of initiatives he has undertaken or plans to undertake to strengthen the accountability framework and oversight mechanisms, as well as ensure ethical conduct and transparency.

Deputy Executive Director Mr. Toshiyuki Niwa introduced the report (E ICEF 2005 AB L.6), reaffirming the importance UNICEF attaches to accountability and oversight.

Decentralization requires accountability at all levels and corresponding multiple accountability mechanisms elections alone are insufficient.

The implementation report should also contain information on the revised security management accountability framework as well as on the review of all existing host country agreements.

Accountability could be promoted by encouraging the media and civil society to report on the results of monitoring, particularly on serious transgressions of water discharge standards.

Further, many countries, especially at the city level, now practice what is known as the citizens' report card system, a citizen based monitoring and public accountability system.12

The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary General on measures to strengthen accountability at the United Nations (A 60 312).

The Committee would also point out that it has made a number of observations on accountability in its report on the proposed programme budget for the biennium 2006 2007.
