There has been progress in the peace process since the Advisory Group visited Burundi in late 2003.

The Taliban has issued threats against an election process that coincides with the transition of international combat operations to an advisory role.

By 1 September 2004, 74 national training courses advisory missions had been organized, totalling 3,505 persons having been trained through this process.

As the Advisory Committee stated in paragraph 64 of its report, programme managers must begin the recruitment process well in advance of planned retirements, so that vacant posts could be filled within 30 days.

The Advisory Committee was informed that a public outreach campaign aimed at creating a climate conducive to peace and countering disinformation and hate media had been launched by UNOCI to support the peace process.

Mr. Saha (Vice Chairman of the Advisory Committee on Administrative and Budgetary Questions) said that he had taken note of the concerns expressed by the representatives of South Africa and Uruguay. The policy document was the result of an intensive and interactive preparation process using different methods, including forward surveys on policy areas of key future importance, recommendations from several advisory bodies and debates with NGOs.

To strengthen that process following the Conference, an intergovernmental advisory group4 was established to help mobilize higher levels of political commitment and link national needs and concerns with United Nations assistance in disaster risk reduction.

Clearly, the two main obstacles to the peace process are the construction and continued extension of the wall, which run counter to the advisory opinion of the International Court of Justice of 9 July 2004.

To improve its contracting process and promote greater productivity and efficiency, UNDP implemented electronic online Advisory Committee on Procurement (ACP) approval throughout UNDP in January 2005 (paragraph 309), and piloted the launch of the regional online ACP process in the Regional Bureau for Latin America and the Caribbean RBLAC in March 2005.

The role of the International Military Advisory Team will be indispensable in working with the Joint Defence Board, in particular on the establishment of the Joint Integrated Units, which are so integral to the peace process.

In order to provide a more cohesive decision making process and better integrate the management of the two programmes, the Advisory Committee recommends that thought be given to merging the two separate governing bodies into one.
