The Advisory Committee is of the opinion that this consultative process, which should be the normal modus operandi, without additional cost, should not require a special decision of the General Assembly.

To expedite the approval process, UNDP has set up a regional advisory committee on procurement at the Regional Bureau for Latin America and the Caribbean with effect from 15 March 2005.

The IMF was in the process of creating Investor Advisory Councils for African countries (currently in Ghana, Senegal and the United Republic of Tanzania) to identify and assess obstacles to FDI.

However, the decision making process was still fragmented and was carried out in the Advisory Commission, the Working Group on the Financing of UNRWA and at annual informal meetings of donors.

8. The Advisory Committee welcomes this development and recognizes, as pointed out by the Group of Experts, the need to integrate the procurement process so that it is managed more coherently.
