This solves the problem of providing access to the travel advisory and security clearance procedures to relevant parties outside the United Nations system extranet.

The Security Council's decision was followed by the submission of revised estimates for MONUC which were considered by the Advisory Committee in March 2005.

Delegations also mentioned the desirability of the Security Council requesting the advisory opinion of the International Court of Justice on legal questions where necessary.

Accordingly, we wish to stress the centrality and importance of the Court's advisory opinions, as requested by the Security Council or the General Assembly.

One cannot overemphasize the Court's invaluable contribution to international peace and security through its impartial and authoritative decisions as well as its sound advisory opinions.

The Economic and Social Council has already contributed to linking the issues of security and development by establishing the Ad Hoc Advisory Groups on Guinea Bissau and Burundi.

Second, the rule of law component would contribute to security sector reform by undertaking a coordinating, advisory and training role aimed at improving the prison system in areas of southern Sudan, which are currently unable to contribute to the maintenance of community security.

With regard to the establishment and or reclassification of posts related to security, the Advisory Committee recommended that the security set up of the Mission should be thoroughly analysed by the newly established Department of Safety and Security and the results of that analysis reflected in the subsequent budget submission for UNOMIG.

The Security Council has decided to organize a mission to Haiti led by Brazil, in conjunction with the Ad Hoc Advisory Group on Haiti of the Economic and Social Council.

The Advisory Group must coordinate its work with the Core Group established by the Security Council in paragraph 5 of its resolution 1542 (2004) in order to avoid any overlap.

Interaction between the Security Council and the ad hoc advisory groups of the Economic and Social Council on countries emerging from conflict is a good basis upon which to build.

The Monitoring Group was informed that its report (S 2004 604) had been tabled for discussion during one of the meetings of the National Security Advisory Committee in November 2004.
