As international trade related legal instruments had also been developed and harmonized in other international forums, Thailand strongly favoured greater coordination and cooperation between UNCITRAL and other organizations in order to prevent possible duplication of work and inconsistency in such instruments.

The aim would be to reinforce or promote cooperation under bilateral or regional agreements, rather than to replace such cooperation, since enforcement cooperation under non binding OECD instruments tends to be less intensive and case oriented if not backed up by a binding bilateral agreement.

Some representatives suggested that a comprehensive convention on international cooperation in criminal matters, encompassing all relevant cooperation modalities, should be negotiated, taking into consideration the relevant provisions of the existing United Nations legal instruments against crime.

The protection of the vulnerable increasingly requires international and regional cooperation and the use of international instruments in addition to the reform of criminal law.

Further international cooperation needs to extend beyond the development of international instruments or the universalization of standards that may have been developed in one region.

Countering extremism and intolerance is another important pillar of such a strategy, as is the development of better instruments for State cooperation in counter terrorism.

Participants at the Conference discussed issues related to international cooperation in the development of optical instruments for applications in remote sensing, astronomy and space communications.
