The draft calls for wider consultation and for a fuller assessment of the reforms realistically required to make the Council's working methods more transparent, democratic and effective.

In particular, the draft security plan must be approved as soon as possible to confirm the assessment of the necessary security level and ensure that accountability was appropriately assigned.

The Committee therefore invites the State party to comment on the above assessment of the draft law, and recommends that such comments be submitted to it before 11 April 2005.

The nomination and selection of authors has been finalized and author meetings held between November 2005 and January 2006 to initiate the development of the first draft of each assessment.

In addition, the UNEP Division of Early Warning and Assessment is involved in other global environmental assessment activities, such as the Global International Waters Assessment and the Global Marine Assessment, for which UNEP provides leadership and coordination, and the Land Degradation Assessment in Drylands and the Millennium Ecosystem Assessment, in which UNEP is a key partner.

In Asia, TPN 1 on monitoring and assessment has produced the first draft version of a map on desertification in Asia. An expert review meeting is scheduled to take place in late 2005.

We are pleased to note that the draft strategy envisages a broad spectrum of mechanisms for addressing past injustices, ranging from a detailed assessment of the civil service to the ending of impunity.

It has been prepared by the Co chairs of the Assessment Panels on the basis of their reports Scientific Assessment of Ozone Depletion 2002 , Environmental Effects of Ozone Depletion 2002 Assessment and 2002 Assessment Report of the Technology and Economic Assessment Panel , pursuant to Article 6 of the Montreal Protocol.

It has been prepared by the Co chairs of the Assessment Panels on the basis of their reports Scientific Assessment of Ozone Depletion 2002 , Environmental Effects of Ozone Depletion 2002 Assessment and 2002 Assessment Report of the Technology and Economic Assessment Panel , pursuant to Article 6 of the Montreal Protocol.

The Committee deeply regrets that it has not received any comment under the follow up procedure from the State party on the above assessment of the draft law, as requested in decision 3 (66).
