A half century after the foundation of a common market and 15 years after the launch of the common currency, Europe still lacks a united police force and a single foreign policy. Perhaps most problematic, the EU is still home to 28 armies, with 28 commanders in chief, bound together only loosely by NATO.

In Europe proper, a union between Russia and the EU should be founded, based on a common economic space, a common energy space with cross ownership of companies that produce, transport, and distribute energy and a common human space that would be visa free and include coordinated Russian and EU international policies.

The new measures introduced into the Common Market for Eastern and Southern Africa (COMESA) would reduce transit costs considerably.

A similar political signal is needed today to overcome EU member states resistance to decisions that advance a common foreign policy. Here, too, the sum needed would probably be rather small compared to the overall EU budget.

The failure of the EU 15 to meet its Kyoto target does not come as a big surprise. However, what is surprising is that the EU 15 have managed to market their failure as a success.

Europe s common market has been the single greatest success of post World War II European policy, boosting economic growth and fostering cultural interchange. But a common market requires a level playing field, and the European Commission has worked hard to achieve this in many sectors over the years.

Europeans have reason to be worried, and they now have to face the fact that the EU is not just a common market a mere economic community but a global player, a cohesive political unit with shared values and common security interests. Europe s strategic and normative interests have thus re emerged with a vengeance in fact, Putin has managed, almost singlehandedly, to invigorate NATO with a new sense of purpose.

The debtors are bound to reject a two tier Europe sooner or later. If the euro breaks up in disarray, the common market and the EU will be destroyed, leaving Europe worse off than it was when the effort to unite it began, owing to a legacy of mutual mistrust and hostility.

It should facilitate further incorporation of Gazprom into the EU market through market liberalization and downstream integration. Yet it must also press for Gazprom s ultimate restructuring and real market entry into Russia for European companies, because Russia s unwillingness to do so guarantees energy insecurity for Europe.

This move away from the internal market can be explained partly by member governments aversion to more EU level legislation. Though complaints about the bloated acquis communitaire (the body of EU law) are often unfounded, the EU legislative process is not without its shortcomings, as recent attempts at harmonization clearly demonstrate.

This means that cooperation with non EU countries should not be to the detriment of solidarity and common rules within the EU. Consulting at an early stage would help manage misperceptions often fueled by reports in the media long before deals are concluded and thus strengthen convergence and unity among EU member states.

Common threats to Europe s energy security demand a common response. In building the means to secure Europe s energy future, we will also renew the spirit of European integration and give new strength to the EU as a global actor.

With regard to the second problem, the interest rate on rescue packages should be reduced to the rate at which the EU itself can borrow on the market. This would have the advantage of developing an active Eurobond market.

The Economic Community of West African States and the Southern Cone Common Market (Mercosur) in South America are examples of visa free zones.

Trade liberalization and facilitation have advanced in the West African Economic and Monetary Union and the Common Market for Eastern and Southern Africa.

OFDI in Africa is indirectly supported by policies and by regional integration, one example being the Common Market for Eastern and Southern Africa.

Many concepts common in international business, such as supplier development or market development , are closely connected to broader concepts of sustainable economic development.

Chile has also signed Free Trade Agreements, with Mexico, with the Governments of the countries which make up the Central American Common Market (CACM), i.e. Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua , and with EFTA, the EU, MERCOSUR, Mexico and the Republic of Korea containing chapters on competition policy, including RBP control and the regulation of State monopolies.
