Against this background, it seems inconceivable that the EU should refuse to support an EMU member in a situation similar to that of Hungary and Latvia, especially as all the countries that are currently on market watch lists are long time EU members. In case of real distress, the rest of the EU will offer a bailout package.

Egypt has also concluded a number of trade agreements (EU Partnership, GAFTA, QIZ), enlarging market access and creating new opportunities for regional integration and the peace process.

As the latest round of enlargement proves, the EU is very effective at molding the governance and behavior of would be members. Preparations for EU entry strongly motivated the eight former communist Central European states to entrench or restore democratic institutions and market economies.

The single market has been crucial to making Europe one of the most prosperous places on the planet. And the EU has been a global leader on environmental sustainability.

Of course, establishing an internal energy market is not just a matter of policy. The EU needs the right infrastructure to facilitate the movement of energy among states and regions.

As Cameron himself stated after a recent visit to Iceland, the Norwegian option of engaging in free trade with the EU as a non member is far from ideal. Norway, like Switzerland, still has to abide by EU single market rules, without having any say in formulating them.

Meanwhile, as Turkey s attitude toward its neighbors has changed, its governing elite has watched the EU embrace ex communist countries with far shakier market economies and shorter democratic records. As one Turkish general put it, If we had joined the Warsaw Pact rather than NATO, we would be in the EU by now.

An integrated single market in financial services would be a platform for innovation and increased competitiveness. It would also boost Europe s global role and allow EU banks to compete in the worldwide marketplace.

The EU would invite non EU states to do likewise

On the structural front, measures to enhance wage and price flexibility would improve resiliency to asymmetric shocks and would help the new countries' cyclical fluctuations become more attuned to the rest of the EU.

If properly managed, migration can enhance Europe s cultural wealth and meet its labor market needs, as fertility rates in the EU fall and its population ages. Immigrants come to Europe in large measure because Europe needs them.

To further facilitate market access, UNCTAD and partners also stepped up efforts to analyse and discuss relevant EU legislation that affects trade of products and services derived from biodiversity, particularly ingredients for cosmetics, pharmaceutical and foods industries.

The EU s Financial Services Action Plan, launched in 1999 and implemented in stages, focused mainly on securities markets. It boosted competition and innovation for professional traders and encouraged institutional market players, in particular, to trade across EU borders.

Most regulators and market participants agree that Europe's financial markets are dysfunctional. With banking assets amounting to roughly 300 of EU wide GDP, compared to some 70 in the United States, large pools of savings are being left unused.

It shows how much European institutions must still evolve to underpin a healthy single market. The choice that the EU faces is the same in other parts of the world either integrate politically, or ease up on economic unification.
