In the light of the provisions of the Protocol, the Council of Ministers of the European Union drew up in November 1996 a draft convention on the fight against corruption involving officials of the European Communities or officials of States members of the European Union.

The Council of the European Communities adopted a directive on 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering, which was amended on 4 December 2001 by the European Parliament and the Council of the European Union.

The European Aeronautic Defence and Space Company Astrium presented its work on the major initiative on Global Monitoring for Environment and Security (GMES) of the European Union and ESA, which is designed to deliver a global monitoring capability to European Governments and user communities by 2008.

The Symposium was hosted by the Federal Ministry for Foreign Affairs of Austria and co sponsored by the State of Styria, the City of Graz, the European Space Agency (ESA) and the Commission of the European Communities.

The Tropical Ecosystem Environment Observation by Satellite (TREES) project was sponsored by the Joint Research Centre of the Commission of the European Communities and ESA.

Moreover, in July 1993, the coordinated organizations, comprising five European international organizations, including the Organisation for Economic Cooperation and Development (OECD) and the North Atlantic Treaty Organization (NATO) incorporated the European Communities system into their salary adjustment system.

For this reason, and in order to protect the interests of the European Union, the Member States agreed to the Protocol drawn up on the Basis of Article K.3 of the Treaty on European Union to the Convention on the Protection of the European Communities Financial Interests.

The European Commission and other major donors are finding ways to divert money from institutions towards family support, empowering communities to look after their own children.
