The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. The European Union also pays particular tribute to UNESCO's work in elaborating the draft Convention on the Protection of the Diversity of Cultural Contents and Artistic Expressions.

5. A new CAP should include a policy to safeguard Europe s landscapes. But a cultural heritage should not be maintained everywhere, nor should it ignore cost.

As an acceding country to the European Union (EU), we will take on board new responsibilities in the field of development policy.

Since there is no will nor, it seems, the need to legislate in this area, Bosnia and Herzegovina's status in European and international cultural associations is not clear.

Decision No. 170 2003 QD TTg by the Prime Minister dated 14 August 2003 on preferential policy to help beneficiaries get access to cultural and social services.

There are many similar examples from the fields of standards, competition policy, and taxation that are applicable here. So, fundamental considerations speak for deeper European integration, extending even to the creation of a single European state.

These labor market and immigration policies should become the focus of policy coordination within the EU. By concentrating on policies to sustain integration while at the same preserving the European social model, the European Council would again become a relevant policy forum where the real needs and hopes of citizens could find effective responses.

The EU must respond with a genuinely European asylum policy that will put an end to the panic and the unnecessary human suffering.

Moreover, it is essential that the state respects national minorities linguistic and cultural rights and promotes social inclusion. European aid should be conditioned on Ukraine s performance in this area.

LONDON Ever since the United Kingdom joined the European Economic Community in 1973, after the French withdrew Charles de Gaulle s veto of its membership, Britain s relationship with the European integration process has been strained. The British are reluctant Europeans, for historical and cultural reasons.

The obvious escape route leads through economic growth, which would reduce the debt to GDP ratio and make interest payments look reasonable. But the standard ways to stimulate the European economy are not available fiscal policy is constrained by already high debt levels and the European Central Bank, fearing inflation, has kept a tight rein on monetary policy.
