As confirmed by Lieutenant General Ward, there was ongoing work to consolidate the fragmented Palestinian security services into three agencies under the authority of the Ministry of Interior.

In addition, constant and effective coordination is carried out with the security services concerned with border control and the General Administration of Border crossing and Exit Entry Points.

Mr. Toh (Assistant Secretary General for Central Support Services) said that, in addition to the usual security checks, commercial vehicles were subject to inspection by the Canine Unit.

New heads of the security services have been appointed and the security retirement law is being implemented.

Similarly, the need for greater security is not limited to the security of life, but encompasses the general welfare of Iraqis and their prospects for a better life in terms of basic living conditions, employment and public services.

The following posts are proposed for the General Services Section

The programme coordinated the general organization of the Conference, including conference facilities and equipment, provision of conference services and staff servicing the Conference, questions relating to security, immigration requirements and local transportation.

General description The Major Programme provides direction and management for six programmes Human Resource Management, Financial Services, Information Network and Knowledge Management Services, Procurement and Logistics Services, Legal Services and Buildings Management.

Another problem was the methodical destruction, since September 2000, of the Palestinian security apparatus by the Israeli army and security services.

The increase also relates to higher than estimated external audit costs ( 75,300) partially offset by decreased requirements under other contractual services ( 37,500), including Internet services, medical consultants and contractual security services.

The services include personnel services (recruitment and administration of headquarters staff and international field staff) financial services (budgets, payroll, general accounting, treasury and expenditure approval) and general services (office space, building management, communications, mail and messenger service, issuance of official documents, travel and transportation assistance, support to central local area network computer services and e mail and Internet access).

A Crisis Pregnancy Agency had been opened in 2001, and general practitioners provided family planning services free of charge to those who had a card for free general medical services.

The net addition to the General Services Section would be eight.

Also, there is a general lack of services, hindering knowledge access.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

Given its responsibilities, worldwide deployment, field operational focus and complex array of services, the Department of Safety and Security must ensure that Professional, Security, Field Security and General Service staff are capable of performing core tasks and making sound decisions within a system wide constellation of up to date and effective standards.

Beyond food aid, we need to invest in food security, livelihoods and basic services.
