The Plan of Implementation of the World Summit on Sustainable Development,4 held in Johannesburg in 2002, includes volunteer groups among the stakeholders for whom partnerships between Governments and non governmental actors need to be enhanced.

As part of its emergency response programme for Darfur, UNDP has partnered with local and international non governmental organizations to train more than 1,400 stakeholders in the region, including members of the judiciary, Sudanese NGOs, and security personnel.
