The IMF, the World Bank, and other international financial institutions, such as the European Investment Bank and the European Bank for Reconstruction and Development, as well as the European Central Bank and the European Commission, have worked together to stabilize the situation. The G20 has led the way on the international level.

In 2012, American prime money market funds, which buy bank and corporate debt, were worth nearly 1.5 trillion. The money flowing through these funds went to many of the world s largest banks, including not just the obvious US suspects (JP Morgan Chase, Bank of America, and Citi), but also major European and Japanese banks such as Barclays, Deutsche Bank, Bank of Tokyo, Sumitomo, Credit Suisse, and ING.

It has been essentially (though not explicitly) adopted by major central banks, including the US Federal Reserve, the European Central Bank, and the Swiss National Bank. But the 2008 global economic crisis, from which the world has yet to recover fully, has cast serious doubt on this approach.

Far more disconcerting is the willingness of major central banks not just the Fed, but also the European Central Bank, the Bank of England, and the Bank of Japan to inject massive amounts of excess liquidity into asset markets excesses that cannot be absorbed by sluggish real economies. That puts central banks in the destabilizing position of abdicating control over financial markets.

Not every country s central bank not even every friendly country s central bank has been invited to join the swap lines club. Membership is restricted to the United States Federal Reserve, the Bank of England, the European Central Bank, the Bank of Japan, the Swiss National Bank, and the Bank of Canada.

Also attending the meeting were observers for the World Bank and the European Commission.

Indeed, the Asian Development Bank estimates that European banks fund about 9 of total domestic credit in developing Asia three times the share of financing provided by banks based in the United States. The role of European banks is especially significant in Singapore and Hong Kong the region s two major financial centers.

Bank secrecy has been one of the major obstacles to criminal investigations in money laundering offences.

The European Investment Bank would be a good vehicle in addition to new project bonds to boost spending on major infrastructure projects (for example, in the energy sector). The EIB could be given significantly more resources to boost its loan programs.

In July, the European Union again suffered the horror of a major terrorist atrocity.

In order to understand the conflict, it is useful to compare the Fed s independence with that of the Bank of England and the European Central Bank.

The latter is the case in most of the multinational financial institutions like the World Bank Group, the African Development Bank, the European Investment Bank (EIB) and the International Fund for Agricultural Development (IFAD).

The ESM, supported by the ECB, could become a European version of the International Monetary Fund, and the new funds in the European budget could become, with support from the European Investment Bank, Europe s World Bank. All of this will take time, but there is some movement in the right direction.

Both of the major candidates for the French presidency, Ségolène Royal and Nicholas Sarkozy, have called for the creation of an economic government for the euro zone. Of course, such a government already exists in the form of the European Central Bank.

Nowhere is this more apparent than in accounts of the global financial crisis. The official history portrayed the US Federal Reserve, the European Central Bank, and other major central banks as embracing coordinated action to rescue the global financial system from disaster.

The completion of the Transcaucasian railway was financed by the European Bank for Reconstruction and Development.

The more French president Nicolas Sarkozy attacks the European Central Bank and the strong euro, the more he is criticized in the European media, by European finance ministers, European Union officials and the ECB itself. The critics are right.

The experience of the European Investment Bank for promoting infrastructure and regional integration is also worth studying.

The European Central Bank would also be prepared to attend a meeting to clarify terms of reference.

Partnerships with other United Nations organizations, the European Union and the World Bank were also considered crucial.

There is a strong case for monetization two in the eurozone, which faces zero growth and deflation. Indeed, while the QE program unveiled by the European Central Bank in January consists mainly of sovereign debt purchases, the ECB will also buy debt issued by the European Commission and the European Investment Bank key elements of monetization two.

For mainstream French politicians, renouncing the European project to buy the time required to restore competitiveness is as unthinkable as is the logical alternative an all out push for full European political union. The European Investment Bank, the World Bank, and the European Bank for Reconstruction and Development have agreed on a new Joint Action Plan, including investment totaling 30 billion ( 39 billion) over the next two years, as well as policy advice, to support economic recovery and sustained growth in the region.

Last year, the Shanghai Hong Kong Stock Connect was launched to stimulate cross border investment and capital market development. And China has signed bilateral currency swap agreements with 28 central banks, including the Central Bank of Brazil, the Bank of Canada, the European Central Bank, and the Bank of England.
