The Commission on Human Rights currently has 27 thematic mandates and 14 country mandates.

However, we believe that the review of mandates is a political exercise that should be considered at the plenary level once the relevant intergovernmental bodies have considered the mandates that fall under their purview.

That task should be entrusted to duly constituted institutions which had explicit mandates.

Even if mandates are very clear, it is obvious that overlap may occur.

We believe that the review of mandates that is called for could be manipulated for political purposes.

Holders of mandates have stressed repeatedly that the resources to support their activities have not kept up with the increase in mandates, and in fact have been reduced since 1993.

As things stand now, different governance structures for the many parts of the system, overlapping mandates and mandates that reflect earlier rather than current priorities all combine to hobble our effectiveness.

That amount would then be appropriated, but its utilization would be subject to individual legislative mandates and approval by the General Assembly as and when it approved or renewed such mandates.

That role requires organization, capacity building and networking among civil society organizations with different mandates.

There are general mandates that provide guidance and direction for the overall orientation of the programme subprogramme as well as specific mandates that require the Secretary General to undertake a particular activity or to deliver a specific output.

The proposal that OHCHR should take on an advisory role in identifying gaps in human rights protection or overlap between mandates, hence providing some guidance to the Commission Council on the selection, merging or discontinuation of mandates, was supported by some participants, due account being taken that the creation of mandates was a political decision by member States.

The Secretariat had resorted to that practice because of the lack of resources to implement mandates.

Further, no provision had been made for special missions that as yet had no legislative mandates.

In many cases, that was unavoidable because of the limited duration of mission mandates and budgets.
