Data collection methods and their applicability in a developing country context

Standardized mapping methods and data formats permit aggregation of State level data for comparison at regional and national levels.

Methods of data collection include such quantitative methods as censuses, household surveys, vital registration and health status and service records systems, as well as qualitative methods (focus groups and participatory inquiries).

The data review workshop held by the Global Office also enabled it to propose new data analysis methods.

More meaningful analysis would be obtained by having more reliable data for fewer countries, rather than imputing data using dubious methods.

It is anticipated, however, that given further training, management direction and practical experience, the development of indicators and data collection methods will be improved.

The WMO Space Programme would continue to play an active role in establishing regional integrated global data dissemination services and alternative dissemination methods.

In this section, the responses to and progress made in meeting challenges are described for (a) data collection and dissemination methods and (b) the harmonization of international recommendations.

Many Parties identified emission factors and activity data in the energy sectors, industry, use of solvents, agriculture, land use change and forestry and waste treatment as key areas of research to improve the quality of data and the methods and procedures for emissions inventories.

Quality control activities include general methods such as accuracy checks on data acquisition and calculations and the use of approved standardized procedures for emission calculations, measurements, estimating uncertainties, archiving information and reporting.

The experts concluded that there was an apparent need to revise the current international recommendations on distributive trade statistics in order to reflect new developments in the distributive trade sector, changing data needs, availability of new data sources, data collection methods and recent revisions of the international recommendations in other areas of economic statistics.

As part of its inventory planning, each Party included in Annex I should consider ways to improve the quality of activity data, emission factors, methods and other relevant technical elements of inventories.

Extrapolation of inventory parameters (e.g. activity data) in addition to applying extrapolation methods to emission or removal estimates it may be necessary to use extrapolation at the level of activity data, emission factors or other inventory parameters, depending on the circumstances (see paragraphs 29 32 and 30 33 above).

Top down methods use average carbon emission factors per passenger kilometre calculated from historical data for large numbers of flights (e.g., at world level or by a global airline company).

Given raw facts or data to actually answer questions, one has to compute one has to implement all those methods and models and algorithms and so on that science and other areas have built up over the centuries.

Evolving roles and working methods

Inventory activities include collecting activity data, selecting methods and emission factors appropriately, estimating anthropogenic GHG emissions by sources and removals by sinks, implementing uncertainty assessment and quality assurance quality control (QA QC) activities, and carrying out procedures for the verification of the inventory data at the national level, as described in these guidelines for national systems.

The training also focused on the advantages to Governments of utilizing participatory bottom up approaches for data collection related to population and individual ageing methods of bottom up data collection, interpretation and tracking of progress indicators resource mobilization to address ageing issues and means of financing initial efforts and activities to implement national policy on ageing.

Many women in the agricultural areas use traditional methods, and are more reluctant to using modern methods.

The Department of Financial Monitoring is authorized to take steps to prevent the legalization of income obtained by illegal means, using methods including the collection and processing of data on financial transactions subject to special oversight.
