What is Iran going to do about its nuclear weapons program?

Part of me thinks I should have a nuclear program, the other part thinks I can't be trusted with one.

The IAEA s tenacity also has smoked out much of Iran s nuclear program, albeit only after an Iranian dissident group disclosed the existence of some of the regime s secret facilities. In early 2003, its onsite presence in Iraq established that Saddam did not have a nuclear weapons program, contrary to the Bush administration s representations.

After all, North Korea s reaction to the Bush administration s policies was to drop out of the Nuclear Nonproliferation Treaty, restart its nuclear program, and further develop its weapons production. Some hope that the next US administration can stem Iran s nuclear ambitions through bilateral diplomacy. But Europe s negotiating experience raises doubts about that prospect, as Iran remains unequivocal about never abandoning its nuclear fuel cycle program.

Portions of Iran s nuclear program may be too heavily bunkered, dispersed, or concealed. This raises the question of whether Israel s repeated refrain that all options are on the table implies that even a nuclear strike is possible.

The agreement paves the way for American exports of nuclear technologies and materials for use in India s civilian nuclear program. In return, India has pledged to open 14 of its 22 existing and planned nuclear power reactors, as well as all future civil reactors, to international inspection.

The West and Israel do not believe that Iran s nuclear program is meant to serve merely civilian aims. Otherwise, why would Iran invest billions of dollars in a program that is almost tailor made for military purposes, including long distance delivery systems?

International negotiations with Iran over its nuclear program also need a new concept and broader agenda. The Istanbul meeting last month concluded on a positive note.
