New regulation regarding nuclear materials control is foreseen to be issued in 2006.

But, like financial regulation, nuclear regulation in the EU, even with its Euratom treaty, is still essentially national. And, given the deep disparities in nuclear power s importance for European economies, consensus on regulatory harmonization is hard to reach.

These requirements are further detailed in regulation no 433 of 12 May 2000 on Possession, Transfer and Transportation of Nuclear Material and Dual Use Equipment, together with requirement among others for accounting of nuclear material, notification on dual use products, export licences etc. Regulation no 1809 of 02 November 1984 governing the physical protection of nuclear materials form a legal basis both for nuclear materials in installations and in transport.

A comprehensive legal framework is in place for civil nuclear security regulation, including the issue of technical guidance, regular inspections and security exercises.

Basic reliability check according to the Regulation (SKIFS 2005 1) issued by the Swedish Nuclear Power Inspectorate (SKI) will enter into force on 1 January 2007.

Moreover, a draft joint decree on the physical protection of nuclear material is being elaborated. This text, conceived in the form of a regulation, complies with the provisions of the Convention on the Physical Protection of Nuclear Material.

Export of nuclear material and nuclear equipment is regulated in the Commission Regulation (EC) No. This is complemented by the Swedish Act on the Control of Dual use items and Technical Assistance (SFS 2000 1064) and respective Ordinance (SFS 2000 1217).
