In 1970, boosted by the new Nuclear Nonproliferation Treaty (NPT), the IAEA acquired expanded authority to safeguard nuclear elements against diversion.

Sweden has also ratified the Convention on Nuclear Safety.

Moreover, North Korea has been running its Yongbyon nuclear facility without international inspection. According to the wife of a North Korean defector who worked for 20 years as a nuclear scientist at Yongbyon, safety standards there are dangerously lax.

To act responsibly, Europeans should be working to enhance international security standards for nuclear power, not opting out of the game. The real lesson of Fukushima is that state controls are necessary but not sufficient to ensure nuclear safety.

While ensuring nuclear safety ultimately remains the national responsibility of States, the cross border implications of radiological fallout make nuclear safety very much a transnational concern.

I am also pleased to report that IAEA safety standards are receiving increasingly broad acceptance as the global reference for protecting people and the environment against nuclear accidents and harmful radiation exposure.

Nuclear safety and security questions are of utmost importance for Poland.

Effective nuclear safety and security regimes must therefore be strongly emphasized.
