In addition to financial obligations that increased over the period of service, there were other issues related to legal realities that affected expatriate international staff.

There is also concern that countries might face new obligations without having the additional financial means to fulfil those obligations.

There is a genuine need to look at ways to simplify reporting and other obligations and to provide technical and financial assistance to countries in need.

This does not, however, relieve other entities from obligations in this regard, in particular Occupying Powers, international financial and other institutions or organizations, transnational corporations and individual third parties, including public and private landlords or landowners.

Mozambique paid its financial obligations to the United Nations and other multilateral organizations in full and on time although even the floor rate was beyond its capacity to pay.

It was however pointed out that the defrayal of any additional financial obligations resulting therefrom would not constitute an alternative financial measure.

Governments fear that they will lose credibility with financial markets. Where their obligations are held by foreigners, and by foreign banks in particular, writing them down may only destabilize other countries.
