136. Further requests the Secretary General to present resource requirements by object of expenditure with provisions other than grants and contributions in the proposed programme budget for the biennium 2004 2005

If the outcome of this process has a financial impact on core resources in 2007, UNFPA will present a revised budget to the Executive Board, through the ACABQ, in September 2006.

8. Requests the Secretary General to prepare the proposed programme budget for the biennium 2006 2007 based on the above priorities and the biennial programme plan as adopted in the present resolution

Decision RC 2 7 on amendment of the financing and budget arrangements for the biennium 2005 2006 was adopted by the Conference and is contained in annex I to the present report.

Since the time of preparation of the budget for the present biennium, requirements that have remained unchanged in euro terms have risen by 21.4 per cent when expressed in United States dollars.

On the issue of results based budgeting, the Korean delegation welcomed the efforts made by the Secretary General to present the budget in a more concise format and give it a strategic orientation.

1.71 For the past decade, UNRWA has been caught in a dilemma of whether to base its budget on the total needs of the clientele population in accordance with its mandate or, in view of successive funding shortfalls during past years, to present a budget which might realistically be funded.
