The non refoulement principle as it is being interpreted and applied in the human rights instruments is, however, somewhat different in scope from the non refoulement refugee protection.

In addition, article 33(2) contains an exception to the principle of non refoulement where there are reasonable grounds to believe an individual poses a danger to the host State.

Material and other support for the most affected countries is needed, as is the commitment to keeping borders open to asylum seekers and respect for the principle of non refoulement.

The Guidelines include the obligation of non refoulement under article 3 of the Convention.
