How effective have public private partnerships really been as a mechanism for the provision of public infrastructure investment in developing economies?

Private investment in the supply of public and semi public goods such as infrastructure, health care, communications has become more widespread.

Those shortcomings are common across developing regions and are especially severe in sub Saharan Africa and South Asia.12 While public provision of infrastructure remains fundamental, it has been argued that private participation in and financing of infrastructure projects has become increasingly advisable owing to the combination of rising financing needs and fiscal pressures facing Governments.

But it does not automatically follow that governments should pour money into public infrastructure projects or foster private investment by adding further incentives amid already auspicious market conditions. At a time when private income has shrunk, public resources are scarce, and debt burdens are heavy, plans to stimulate investment should be carefully scrutinized.

If governments, with their already high level of indebtedness, believe that they cannot borrow any more from the public, they should borrow from their central banks and spend the extra money themselves on public works and infrastructure projects. This is the only way to get the big economies of the West moving again.
