A single rulebook for financial services is being put in place for the single market. Building on this, a single European banking supervision authority would open the way to direct recapitalization of banks through the European Stability Mechanism, as well as to common deposit insurance and a single resolution framework.

The liberalization of trade and investment implied by the Single European Act was greatly inspired by a British deregulatory vision. At the time, Delors presented the introduction of a single currency as a way to complement or complete the Single Market.

CAMBRIDGE The French government just doesn t seem to understand the real implications of the euro, the single currency that France shares with 16 other European Union countries.

The patchwork of 28 separate asylum systems is expensive and inefficient, and it produces wildly uneven results in terms of the reception, status determination, and integration of new arrivals. The EU should establish a single European Border Guard and a single Asylum and Migration Agency.

The ECB s supervisory role will be fully separated from its monetary policy responsibilities. In parallel, the European Banking Authority will continue to perform its existing tasks, namely developing the single rulebook for the entire single market and ensuring convergent supervisory practice throughout the EU.

For example, the European Union is evolving gradually into a single State, or a union of States, but will have more than one seat on the Security Council.

For starters, the existing treaty cannot be used to create a single European resolution authority, leaving an awkward interface between the ECB and national authorities. Nor can it be used to establish a European deposit protection scheme, which is arguably the most urgent requirement, to stem the outflow of deposits from southern European banks.

The creation of a European banking union is another area in which misguided calls for solidarity prevail. Establishing a single supervisory authority and a resolution mechanism are valid proposals.

Europe s common market has been the single greatest success of post World War II European policy, boosting economic growth and fostering cultural interchange. But a common market requires a level playing field, and the European Commission has worked hard to achieve this in many sectors over the years.

In the early 1990 s, policymakers, market participants, and economists alike simply assumed that the European Community s 1992 program the legislative framework for the single market, and thus for a single capital market would create a new reality, within which the single currency would work its magic. From this followed an official obligation to treat all types of risk in the monetary union bank risk or government risk as identical.

These unions are evolving year after year into single political entities resembling a single State, or actually turning into a single State.

According to the Commission s model, the European Banking Authority will remain in place, and is charged with producing a single rulebook for all 27 EU member states. But, while its work is carried out under the normal qualified majority voting system, the 17 eurozone countries will have a single supervisor, so will have a block vote.

I have been arguing for a Community Act that would bring together all elements of economic governance under a single framework, with the European Commission at its center. As with the single market program of the 1980 s, the Commission could be in charge of overseeing a convergence of national economic policies, within certain parameters, throughout the EU.

That difference raises the question of whether it is worth striving for a United States of Europe a concept that many refuse to accept, because they do not believe in the possibility of a unified European identity. A single political system like that of the US, they insist, presupposes a common language and a single nationality.
