The greatest vulnerability is ascribed to sub Saharan and Central Asian drylands.

Regulation of distribution services is enacted by both central and local authorities, with municipalities, provinces and other sub central levels of government being most likely to be involved in setting and enforcing conditions for the provision of distribution services.
