The oral proceedings of the Tribunal shall be held in public unless the Tribunal decides that exceptional circumstances require that they be held in private.

During the period under review, the Tribunal held two sessions.

English and French courses for staff members were held at the Tribunal in 2004.

Elections for ad litem judges at the International Tribunal were last held in 2001.

The Tribunal held two sessions devoted essentially to legal matters having a bearing on the judicial work of the Tribunal and other organizational and administrative matters.

Prior to the opening of the hearing, the Tribunal held initial deliberations on 30 November and 1 December 2004.

39. Since its establishment, the Administrative Tribunal has held one session a year at Geneva, in spring or summer, and one session in New York, in autumn. It has on occasion held an extraordinary session.

This year, the staff association helped organize the participation of staff from the Tribunal in the United Nations Inter Agency Games held at Pesaro (Italy).

B. United Nations Dispute Tribunal and United Nations Appeals Tribunal

The seventeenth session of the Tribunal was held from 22 March to 2 April 2004 and the eighteenth session from 20 September to 1 October 2004.

The Tribunal held its first public hearings in October 1997, on the effectiveness of extraterritorial legislation in response to the international dimension of child sexual exploitation.

Thus, the DLV tribunal was to be considered an arbitral tribunal.

At the informal consultations of the whole held on 9 December 1997, the members of the Council received a briefing by the President of the International Criminal Tribunal for Rwanda on the activities of the Tribunal. The Council also took up the report of the Tribunal (S 1997 868 and Corr.1) and the letter dated 15 October 1997 from the Secretary General (S 1997 812), transmitting a request by the President of the Tribunal that a third Trial Chamber of the Tribunal be established.

In October 2005, the Tribunal received a Note Verbale from the Russian Embassy confirming the detention of Zelenović and a request that consultations be held with representatives of the Tribunal and The Netherlands on the modalities of the transfer of Zelenović to The Hague.

The net increase in non post requirements of 29,700 relates primarily to general temporary assistance to reduce the backlog of Tribunal cases and to cover the increased workload in relation to sessions of the Tribunal held in Geneva and at Headquarters, as well as travel.

The Court held the wording to be sufficiently broad to include tort claims, thus concluding for the power of the arbitral tribunal to award damages in tort.

In 2005, the Tribunal held two sessions, one in Geneva from 20 June to 22 July and one in New York from 24 October to 23 November.

44. So far, the Tribunal has confirmed 26 indictments issued in respect of 43 individuals, 31 of whom are being held at the detention facility in Arusha.

57. The President and other members of the Administrative Tribunal, in a meeting held on 21 October 1996 with the Legal Counsel, addressed the issue of honorariums.

In the course of 2005, the Tribunal held its nineteenth and twentieth sessions, which were devoted to legal and judicial matters, as well as administrative and organizational issues.

13. As at 31 August 1997, 23 persons had been indicted by the Tribunal, of which 14, including one woman, are being held in custody at the Facility.

At its third plenary session, held in Paris on 20 December 1951, the Administrative Tribunal decided to submit a note each year to the President of the General Assembly.

On 24 August 2005, elections were held, and we now have an elected pool of 27 experienced jurists who are willing to serve the Tribunal as ad litem Judges.
