The 2003 amendment of the 1945 Constitution clearly stipulated that every citizen has the right to work and make a living (Article 28 (2) Amendment).

Before proceeding further, I would like to inform members that the sponsor of the amendment contained in document A 60 L.35 has withdrawn the amendment.

It was above all the responsibility of States parties to the Convention, pursuant to its article 23 and to the Vienna Convention on the Law of Treaties, to review its application and shortcomings, as well as proposals concerning its amendment or the adoption of a related instrument.

In addition, we call upon all States that have not yet done so to adhere to the Convention and its amendment, and, until such time as the amendment has entered into force, for all States to act in accordance with the object and purpose of the amendment.
