OIOS recognizes that Member States and, in particular troop contributing countries have a compelling interest in ensuring the security of United Nations peacekeepers.

The Special Committee requests the Secretariat to engage troop contributing countries and other interested Member States on this issue as soon as possible.

However, Member States contributing personnel to MISAB no longer have the capacity to maintain their troops in the country without major international support.

A list of ineligible, non contributing member countries is then provided.

They include 191 first reports from Member States, 166 second reports from Member States, 127 third reports from Member States, 94 fourth reports from Member States and 14 fifth reports from Member States.

The report of the Secretary General on criteria used for recruitment to support account posts (A 58 767), took into account the situation of troop contributing Member States.

It also welcomed the recommendation that had been adopted encouraging Member States and other donors to increase their voluntary contributions to UNIDO and to consider contributing programmable funds.

At the end of September 1996 troop contributing States had been owed an amount estimated by the Secretariat at almost US 1.5 billion, virtually half of which was owed to member States of the European Union.

That dire financial situation is regrettably also making it unfeasible for the United Nations to meet its obligation to reimburse troop contributing countries and to return credits to Member States.

Member States contributing to EUFOR Austria, Belgium, Czech Republic, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and United Kingdom.

Appeals should also be made to Member States, in particular, to troop contributing countries, to actively participate in statistical surveys by submitting data according to agreed procedures and statistical models.

This work required consultation with the parties to the conflict, interested Member States, potential troop contributing countries, regional organizations and other Departments of the Secretariat and United Nations agencies concerned.

International solidarity among these very bodies, supported by Member States, could play a preventive role by contributing to peace, security and human development, thereby reducing the likelihood of forced displacement.
